In that event Colonial Office consider

very necessary to forestall assumption of

civil administration by Chinese by means of

rapid infiltration of British personnel under

instructions from MACHIN. • On entry into

Hong Kong leader of these personnel would

organise and direct essential emergency

administration under authority which will be

vested in him by Secretary of State for

Colonies for such interval as is necessary

before arrival of British Commander of

regular occupational forces with their Civil

Affairs component."

This seems necessary from what you say in your letter

us to my providing the leader with the authority necessary

to legalise his position in Hong Kong. The party would

need to act on the instructions of the Military Attache to

reach Hong Kong, and once in the Colony its authority would rest on the Commission which I must arrange to

provide.

I do not take your letter as meaning that the

leader of the party, as a properly authorised British

representative administering the government in Hong Kong
