This seems necessary from what you say in your letter

to legalise his position in Hong Kong. The party would
need to act on the instructions of the Military Attache to
reach Hong Kong, and once in the Colony its authority would rest on the Commission which I must arrange to
provide.

representative administering the government in Hong Kong
